APPROVAL/MEMORIALIZATION/SUPPORT FOR ASSEMBLY BILL A04746/ (“CAHILL BILL”)/SCHOOL TAX REFORM

WHEREAS, the real property tax on home owners in Putnam County for the support of education has become an overwhelming financial burden to our homeowners; and

WHEREAS, a real property tax for the support of education is a very regressive tax; and

WHEREAS, a fairer and more equitable way to distribute this cost among the residents of our various school districts would be through an income tax; and

WHEREAS, Assembly Bill A04746 sponsored by Assemblyman Cahill would remove this real property tax burden from our property owners while mandating all costs of a basic quality education be paid directly by the state through revenues collected by income taxes; now therefore be it

RESOLVED, that the County of Putnam supports the concept contained in Assembly Bill A04746 removing whereby the burden of support of education be removed from property owners of our county and mandating the cost of a basic quality education be paid directly by the State of New York through revenues collected by income taxes; and be it

Further Resolved, that copies of this resolution be forwarded to Governor Paterson, Senate Majority Leader Bruno, Assembly Speaker Silver, Senator Leibell, Assemblywoman Galef, Assemblyman Ball and the New York Association of Counties.
