PATTERSON — The Carmel school district’s 2010-11 budget calls for cutting the equivalent of 47.5 full-time positions with about 30 of those teachers or teaching assistants.

Schools Superintendent James Ryan said about a third of those classroom-based jobs will be eliminated through retirements. With about $1.6 million less in state aid expected in the next school year, compared to this year, and increasing pension and retirement costs, preparing the new budget was difficult, he said during a recent presentation at Matthew Paterson Elementary School. Ryan said having the district operate next year at 2009-10 levels wasn’t feasible.

The 2010-11 budget carries a 4.31 percent tax-levy increase. Spending would increase 1.79 percent to $105,991,161, from $104,124,361 this year.

Ryan said the district was discussing salary freezes with its unions. Should every employee, including himself, forgo an increase in the 2010-11 school year, he would recommend eliminating layoffs. In Brewster, the teachers association earlier this year approved a contract that included a salary freeze for next school year and an increase in their health-care contributions.

To maintain open water areas for recreational use, the applicant proposes to treat a total of 9.2 acres of Spring Lake (A.K.A. Little Buck Pond – Class B), approximately .4 acre of which is located within NYS Freshwater Wetland LC-4 (Class 2) and its 100 foot adjacent area, with the aquatic pesticides Aquathol K (active ingredient Endothall) and Clearcast (active ingredient Imazamox). The proposed treatment within the NYS Wetland and 100 foot adjacent area is intended to maintain boating access between the open water portion of Spring Lake and the portion of the lake consisting of regulated DEC wetland. The target vegetation includes largeleaf pondweed and waterlilies. The applicant proposes to manipulate the outlet control structure of Spring Lake to hold the chemically treated water within Spring Lake for 14 days, thereby avoiding the need for down-stream water use restrictions.
