CARMEL — Carmel Town Hall off McAlpin Avenue is a tempest of threatening and childish behavior stirred by the town’s gun-toting assessor, according to a recently filed lawsuit.
In the suit, Eileen Brennan, the town’s account clerk, details what she claims is a hostile work environment perpetuated by Assessor Paul Jonke. Jonke, she said, yells in Town Hall, has carried a gun to work and filed a false sexual-harassment complaint against her. She is seeking $1 million in total damages from both him and the town for enduring his behavior.
A Long Island-based lawyer representing Jonke and the town noted the suit was not a verified complaint, meaning it was signed only by Brennan’s attorney and not by Brennan, who would do so under the penalty of perjury, he claimed. Attorney Michael Miranda all but called the suit a work of fiction. It was filed early in March in state Supreme Court in Carmel.

New York City Department of Environmental Protection proposes stormwater improvements at the Sycamore Park parking facility in the Town of Carmel in Putnam County. The proposed project includes the conversion of the existing gravel parking lot to smaller, paved parking spaces and two “overflow” grassed parking lots. Stormwater treatment will include the installation of two biofiltration areas to collect and treat runoff from the paved areas as well as a vegetated drainage swale. The existing clogged culvert will be cleared of debris and the culvert length reduced to restore open channel flow. Putnam County – The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Shultz Old Route 6 Mine will not have a significant adverse environmental impact. The action involves a proposal by the applicant to remove approximately 165,000 cubic yards of soil and rock from 8 acres within a 10.3 acre site. Excavation will be conducted in 3 phases. Phase 1 involves 3.3 acres of excavation on portions of lots 2-5; phase 2 involves 2 acres of excavation on portions of lots 5 and 6; and phase 3 involves 2.7 acres of excavation on portions of lots 1 and 2. The approval to mine into phase 3 will be predicated on the successful mining and reclamation of phases 1 and 2. The estimated duration of operation is 3 years. The project is located along the east side of Old Route 6, approximately ½ mile southeast of the hamlet of Carmel in the Town of Carmel, New York.

After all, these landfill closures seem to have been dragging on ad infinitum. Besides Mr. Bondi was really on his high horse when he wrote a four page opus to the County Legislature and the Southeast Town Board which could kinda, sorta be described as a full blown hissy-fit complete with several over-the-top rhetorical questions. *Landfill History:* Anyhow, the first article I located re the county dump was from September 3rd, 2008. NB the *bolding* is mine. In this piece the county was fined $55,000 for various and sundry *’longstanding environmental’ violations at county facilities. Included in these violations was the county landfill which, according to the article and a 1991 DEC report, was leaching a “reddish,- brown liquid containing, among other things, toluene and phenol- toxic solvents that are potent cancer causing organic compounds.”* Yeah, I had to read it twice as well: ‘potent cancer-causing organic compounds’. Carmel Hamlet resident Walter Rider supported the idea. “I can’t think of anyone else in Putnam County who has done more to support business and commercial development in my town other than Paul Camarda and this would be the perfect tribute to this visionary, this man among men.” [...]
Francis O’Reilly, Lori Kemp’s court appointed attorney, admitted to the judge that he hadn’t returned Ms. Kemp’s calls nor acted on her behalf because he was too busy or something, quit the case right there before god and everyone. [...]
The Inquisition Comes To Carmel

Besieged Carmel resident, Lori Kemp, will go up against that town’s political establishment when the Putnam County DA‘s office prosecutes her for defending herself against a trespasser. Judge Spofford will hear the case (without a jury) of Harassment in the 2nd degree, a violation. Conviction could mean jail time and a hefty fine.
I cannot stress enough how important it is that we show up in that courtroom to either witnesses the judge throw out the case for lack of supportable evidence or the DA’s office drop the charges or, sadly, see the result of what happens when someone dares to stand up for law and order and personal property rights against a politically connected and protected developer in what most agree is Putnam County’s most corrupt town.
If Ms. Kemp is convicted it will tell every resident of this county that their property rights will not be defended by local government and that developers have more rights than we do. If, on the other hand, the charges are dropped, you can pat [...]
