Now the 47% number only tells part of the story: most of those “non-payers” pay payroll taxes, gas taxes, state and local taxes, etc. And in an ironic twist, the phenomenon is almost entirely a result of Republicans’ own enthusiasm for tax cuts. In the 1980s and 1990s, GOP lawmakers demanded that any programs aimed at helping poor and middle-income households be structured as refundable tax credits, like the Earned Income Tax Credit, rather than as direct payments like welfare. President Bush added to the trend by lowering marginal rates across the board. Then Obama structured large chunks of the stimulus as tax breaks in order to garner bipartisan support. The non-payer rate, which had hovered around 20% – 25% since the 1950s, shot over 30% in 2002 and never looked back. And because the tax credits are refundable, many taxpayers aren’t just paying nothing, they’re actually gaining a net positive on their income tax.

“I didn’t even know men could get breast cancer,” says Johnson, who was diagnosed after he went to a local emergency room for chest pain treatment. “I’m young. I didn’t think anything bad could really happen to me.”

Johnson, a tradesman who made $9 an hour, worked for a small outfit that did not provide health coverage. With a bad economy, he only worked about 30 hours a week, and couldn’t afford private health insurance.

Since he didn’t qualify for traditional Medicaid, he was urged by the hospital where he is receiving care to apply for help under The Breast and Cervical Cancer Prevention and Treatment Act.

This 11-year-old federal law uses funds from Medicaid for breast or cervical cancer patients who otherwise don’t qualify for Medicaid because their income is too high, explains Jeff Stensland, spokesperson for the South Carolina Department of Health and Human Services.

The eligibility rules for coverage under the Act are complex, but Johnson met all criteria, except one: He isn’t a woman. “We want to cover this guy,” says Stensland, “but we simply can’t.”

This Wednesday, May 11th, there will be three important public hearings at 7 PM at town hall that are of utmost importance. I urge residents to attend and to express your views. The actual proposed ordinances are contained in the three attachments.

The first hearing concerns the proposed law on Blasting. At issue is whether the town board will pass the watered down ordinance they have proposed that does not really protect the public, or whether they will represent the best interests of the residents rather than out of state developers. The town board wants to enable blasters to detonate their explosives much too close to the homes of nearby homes. They do not provide for damage to nearby homes to be immediately repaired at the blaster’s expense and to stop the blasting when such damage occurs. The law provides only for inspections before and at the very end of blasting, thereby requiring the victims of such blasting to live with the damage until the work is completed.
