Building a Sustainable Future for New York

The Cleaner Greener Communities (CGC) program encourages communities to adopt regional growth strategies that are environmentally sustainable by providing resources for developing and implementing regional sustainability plans. Announced by Governor Cuomo in 2011, CGC is part of a $100 million competitive grant program encouraging regions to plan and implement smart growth and other sustainability activities that will have the greatest effect on reducing greenhouse gasses, improving energy efficiency, revitalizing cities, and deploying renewable-energy technology.

Two Phases: Planning and Implementing

CGC is divided into two phases:

Phase I: This phase provides grants totaling $9.6 million to develop regional sustainability plans. Grants may be used to fund research and development of the plans. Applications for phase one grants are now being accepted. The deadline for submitting applications is October 31st.

Phase II: This phase will provide funding, awarded on a competitive basis, for implementing projects to achieve greenhouse gas reductions, energy efficiency savings, and deployment of renewable-energy technology in ways that are consistent with the plans developed by each region. While Phase II is not open at this time, CGC administrators anticipate that potential projects will be identified in Phase I.

Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011)

Well Permit Issuance for Horizontal Drilling and High-Volume Hydraulic Fracturing in the Marcellus Shale and Other Low-Permeability Gas Reservoirs

DEC received more than 13,000 public comments on the Draft Supplemental Generic Environmental Impact Statement (SGEIS) issued in September 2009. The Draft SGEIS addresses permit conditions required for gas drilling in Marcellus Shale and other areas of the State.

In response to issues raised, DEC has prepared a Revised Draft SGEIS. As of September 7, the document is available for public review. To help those interested in understanding the issues involving horizontal drilling and high-volume hydraulic fracturing, several fact sheets are also available.
