On average, 26 Americans die in a terrorist attack each year. Meanwhile, 400,000 will die from poor diet and physical inactivity, 200,000 will die from mistakes by doctors and/or hospitals including legal prescription drug interactions and 85,000 will die from alcohol consumption and related diseases. Dover Knolls Complete Final Environmental Impact Statement (FEIS) received on March 8, 2010
This document is the Final Environmental Impact Statement (FEIS) for the proposed Knolls of Dover project. It has been posted pursuant to Dover Town Law 61-4 and the State Environmental Quality Review Act (SEQRA). SEQRA requires that the Town Board “afford agencies and the public a reasonable time period (not less than 10 calendar days) in which to consider the final EIS before issuing its written findings statement” (6 NYCRR 617.11(a)).
Public Hearing Scheduled
The Town Board has scheduled a combined Public Hearing on the FEIS and the proposed Master Development Plan, Design Guidelines, and Zoning amendments for the Knolls of Dover project for Wednesday, March 24, 2010, at 6:30 PM at the Dover Middle School Auditorium located at 2368 Route 22, Dover Plains, New York. Written comments on the FEIS and proposed zoning text amendments will be accepted until March 31, 2010, and should be addressed to the Town Board, Town of Dover Town Hall, 126 East Duncan Hill Road, Dover Plains, NY 12522. For additional information call Town Supervisor Ryan Courtien at Town Hall at 845-832-6111 x 110.

DOVER PLAINS — With environmental studies finished, the Knolls of Dover project is on the brink of a start date.
At a recent meeting, the Dover Town Board voted to accept as complete the proposed development's final environmental impact statement.
The Benjamin Companies, a Long Island developer, wants to build a transit-oriented development on the site of the former Harlem Valley Psychiatric Center in Wingdale.
Supervisor Ryan Courtien said the board also set a public hearing on the document, as well as the master development plan and design guidelines, for March 24.
The town was not required to have a public hearing, Courtien said.
“We want public input,” Courtien said, “and we have been very open all along.”
“We always try and go above what the state requires, in the best interest of everyone,” he said.
Denise Coyle, the Benjamin Companies' CEO and general counsel, was extremely pleased with the progress that has been made.

Quantifying open space loss from urban sprawl – Front Page
A new housing development in San Jose, CA. Image credit, Sean O'Flaherty.A new study in the journal PLoS ONE finds that 1.4 million hectares of open space was lost to urban sprawl in the United States from 1990 – 2000.
Robert McDonald from the Nature Conservancy and fellow researchers conducted an analysis of land cover data to measure the amount of agricultural and natural areas converted to development across the 274 metropolitan areas of the country.
The researchers also looked at a number of interesting metrics related to land use and identified some trends that may help explain the sharp loss of open space.
Not surprisingly, they found that low-density neighborhoods, housing a small proportion of residents, make up the majority of developed areas in cities. This seems to get at the heart of the problem – extremely inefficient suburban and exurban land use. The authors write,
“This suggests that the preferences and economic choices of a relatively small number of urban residents are associated with much of the natural landcover lost to development. Efforts to increase the density of existing neighborhoods (i.e., densification) may reduce urban expansion somewhat, [...]
Smart growth planning grants announced
ALBANY – A total of $500,000 in funding from the state Environmental Protection Fund Smart Growth Grant Program has been announced for smart growth planning projects in the Hudson Valley.
These awards cover a number of planning projects that focus on economic, community and environmental issues.S
ix of the awards are for the planning of revitalization and redevelopment of municipal and regional centers, totaling $250,000:
• An award of $50,000 will enable the Town and Village of Harrison to draft zoning regulations and design guidelines for a mixed-use, transit-oriented development on a 3.3-acre parcel located adjacent to the Harrison Metro-North station and subsequently prepare a request for proposals for the development.
• An award of $40,000 will enable the City of Poughkeepsie to undertake market research and economic analysis to formulate transit-oriented development scenarios for parcels to the immediate east and west of the city's Metro-North and Amtrak station.
• An award of $35,000 will enable the City of Mount Vernon to conduct a market analysis to determine the full economic potential of the creation and expansion mixed-use, transit-oriented developments, with a focus on attracting new businesses near existing transit facilities.
