A plan to encourage bicycling beyond ‘trophy trails’ Alexander Roberts

They are baby steps, but the Lower Hudson Valley is cycling toward a greener future.

In June, New Rochelle held a public hearing on a new ordinance requiring, “Off-street bicycle parking facilities shall be provided for any structure or use requiring site plan approval.” It would mandate the accommodation of one bicycle parking space for each 10 required car parking spaces, and would apply to all multi-family dwellings of 10 units or more and mixed use buildings that require at least 10 parking spaces. Where any bicycle parking spaces are required, the owner would have to supply a bicycle rack with at least two spaces. The cost for this revolution: a few hundred dollars for a bike rack.

The hearing attracted about a dozen people, who were generally enthusiastic, thanks to a newly invigorated Westchester Cycle Club and Westchester Biking and Walking Alliance that is promoting bicycling as a legitimate means of transportation. (Cycling [...]

PHR – County Resolution

My letter to the editor was a topic for discussion at the Physical Services Committee of the County Legislature. Mr. Birmingham said that this project was a typical Type I action and that it didn’t matter that the design plan was not complete before the negative declaration of environmental significance was made.

The resolution that the legislature passed on April 1, 2008 (available to any member of the public from the Legislative office in Carmel):

“Whereas, by Resolution #314 of 2005 the Putnam County Legislature determined that it was the lead agency in the Peekskill Hollow Road Improvement Project (PIN 8757.48); and Whereas, the New York State Department of Transportation has approved the Design Report for this project; now therefore be it Resolved, that the Putnam County Legislature adopts the attached Negative Declaration for this project pursuant to the State Environmental Quality Review Act.”

Legislator Conklin was absent for the vote. Everyone else voted aye.

The Design Report was not approved by the NYS Department of Transportation. It was not received by them until June 16, 2008. It was not finished by April 1, 2008.
